Walk to the Hongqiao Railway Station
Then take High-Speed Railway at Hongqiao Railway Station, from Shanghai to Quzhou (ticket could be bought either online or at the station’s ticket office) Trains whose name starts with G is the fastest option (recommended).

From Hangzhou Xiaoshan International Airport:
Take Metro Line 19 to East Railway Station (5 stops) Price: 7 RMB
Time: Around 25min
Then take High-Speed Railway at Hangzhou East Railway Station, from Hangzhou to Quzhou (ticket could be bought either online or at the station’s ticket office) Trains whose name starts with G is the fastest option (recommended).
